<se> tag cause no answer reply

Hello! I am a new AIML learner. I was writing AIML code for the chatbot connecting to a Java project. However, when I use the <set> tag, the chatbot always replay: “I have no answer for it.” Whenever I delete the <se> tag, the code works well. I am wondering what is the issue. I would appreciate it very much if you help me.
