So did you explore (evaluate for yourself) AIMLpad?  It has got a draft of the NLG function included now - even though it has problems generating some kinds of questions.

The default AIML in the download of AIMLpad does not save facts.  You have to make your own AIML to do that.  The program is quite capable of saving the facts in its temporary database using a structure a little like the Conniver system.  It can persist those “memories” into a long term storage.  It can read SQL tables, common sense facts, OpenCyc ontology and many other sources of information.  You just need to explore it some more, experiment a little, to answer your question.  There are scripts in the data folder that might help.  The tutorials might help.  One example could be the SHRDLU stuff.  You need to learn that AIML set from the AIML folder and then pose the SHRDLU Scripts.txt and execute the run the with :SHRDLU.  AIMLpad is just a tool to assist you in reaching your goal.
