ChatScript 3.64 - POST/GET available from script

The latest release supports ^TCPOPEN to use POST or GET to another web service. In particular, this was to support extern pos-tagging of German, the example code of which is in the advanced document. But obviously one can use POST and GET to get a whole range of other web services from a chatscript bot.
