Please help me!
What happens when a phrase or sentence adjudged to two rules.
What rule is selected (react) and with what probability.

If two rules could match a sentence of input, if they are both in the same topic, the rule closer to start will be selected. If they are in different topics, and you are running a default control topic supplied with chatscript, then it will depend on which topic is considered more closely matching to the sentence (which varies based on keyword consanguinuity and use of prioritization in the topic flags).

Two rules. Which of them will work? What is the probability for rule 1 and 2?

the first rule will trigger (in same topic).  Not a question of probability. But having triggered, if that input comes in again, presumably the first rule will now be disabled and the 2nd rule will react.
