Do wildcard substitutions work in topic keywords? I suspect not.

topic: ~hospitalizations ( !hospitality hosp* ) does not catch hospitilizations.

It works if I use the wildcards in the pattern but not in the topic keywords so the rule only works if I am already in the topic.

Correct. No wildcards in topic keywords.

you can always have a rule in keywordless or some such that does the match and then invokes your topic
