Knowledge of what CS fields does one needs to build a Microsoft Tay clone? Is that Neural Networks, Machine Learning or/and something else?

Tay, according to AI researchers and information gleaned from Microsoft’s public description of the chat bot, was likely trained with neural networks.

Tay is already a clone of Xiaoice, which data mined the Internet in China.
And there is a clone of Tay called Zo.
