Well, considering that the video came from polycount*, it’s likely an enthusiast’s showcase render, or possibly some sort of shader test.

*polycount is a place for amateur and professional game designers, and graphics designers to showcase their work, and to discuss new ideas and techniques, much like chatbots.org, but MUCH more visually oriented. :D
